What is the Liberia Digital Address System?

LDAS is a national digital addressing platform. Each structure receives a hierarchical code in the format COUNTY-DISTRICT-TOWN-HOUSE, for example MON-THV-NCC-0001, anchored to exact GPS coordinates and verified on the ground.

Services built on LDAS

Emergency dispatch, delivery routing, SMS address lookup for feature phones, disaster mapping, and a developer API for address verification.

Why does Liberia need a digital address system?

Most streets in Liberia have no formal names and most houses have no numbers. Without a reliable address, an ambulance cannot find a patient quickly, a delivery driver circles the wrong neighborhood, and a citizen cannot prove where they live to open a bank account or register a business. LDAS solves this by anchoring every address to exact GPS coordinates and a short, readable code that works on any phone, online or offline.

How are addresses verified?

Every submission is reviewed before it becomes official. Field agents capture coordinates with live GPS accuracy readings, record nearby landmarks such as schools, clinics, markets, and road junctions, and note access details like wheelchair access or footpath-only routes. Duplicate and near-duplicate registrations are detected automatically, so each real structure holds exactly one address. Verified houses display a blue badge on the map and on their public address page.

Who uses LDAS?

Citizens use it to register and share their home address. Businesses and delivery services use it to route drivers to the right door. Emergency services use the dispatch center to reach callers faster. Government and municipal agencies use the statistics and data exports for planning. Developers integrate the public API to verify Liberian addresses inside their own applications.

Does LDAS work without internet?

Yes. The app is offline-first: registrations made in the field are saved on the device and synchronized when a connection returns. Address lookup is also available over SMS, so even a basic feature phone without internet can resolve an LDAS code to a location.

Is my personal information public?

No. Public address pages show only the address code, location hierarchy, GPS coordinates, and navigation details such as landmarks and access notes. Owner names, phone numbers, and emergency contacts are never exposed in public searches and are protected by strict access controls.
